UPDATE - The city of Tucson Department of Transportation has released details about the program that uses minimum security inmates for city clean-up.

Michael Graham with Tucson D.O.T. said that the program has saved more than a half million taxpayer dollars.  He said the program began in the summer of 2006, and uses the lowest risk level of inmates.

Graham said this is the first incident for the Tucson program, but he said they will now talk with the Arizona Department of Corrections about the next step.

"We'll sit down with the Arizona Department of Corrections and assess the program, but again, it's been a program that has done a lot for the community," Graham said.
